BPG signed up 8 new members
at the Planet Earth Festival, which was quite good
for the small number that attended.

Thankyou to Claire, Shirley, Danielle, Maggie,
Ron and Don's neighbour Terry for helping out.
The Oz Trail pop up tents nearby were impressive
if only in their speed of erection! The new embroided BPG shirts looked good too.

Planet Earth
 

The final figures with tree card sales, tree certificates and vehicle offsets in trees is still being totalled up.
It will be around 100 tree sponsorships.


 

As a result of the Planet Earth Festival participation, Don was able to secure a 1000 tree sponsorship deal.
There is now only some 300 tree cards and tree certificates left. (Certificates have 1, 3 & 5 trees / certificate).
Contact Don 08 9379 9479 if you want your own tree cards or certificates. (For 10 or more cards or certificates,
BPG will organise your own artwork with pics of the family, your pets etc).

The tree sponsorship total sits at 1700 trees which is excellent in these financially tight times.

Bushland Volunteer Courses Steve and I met with Simon Stewert-Dawkins,
Leah Pearson and Mark Armstrong at Town of Bassendean to discuss the Volunteer
Bushcare Manual. The Town is keen to start some bushcare training courses for
volunteers next year. They gave us a copy of the Bush Skills for the Hills 2008
program organised by the EMRC and they are proposing similar courses in Bassendean.
Could you please look at the program on the EMRC website by clicking on
Bush Skills for the Hills under the "Navigation" heading and let me know if any of
the courses appeal or if you would like something different and I will collate the
responses and pass them on to the ToB. Regards, Claire.

Plants to Residents
program in 2009 with just under 5,000 shrubs

Carbon offset
Tree Certificates
to be available
at the Planet Earth
Festival


To add to the 2009 trees in 2009 program, (500 trees now sold),
a simple feel good, (non-accredited) carbon offset tree certificate
is now available. Do it for yourself or give a certificate as a present.

Based on
(A) the car/truck size,
(B) kilometres travelled in a year, and
(C) percentage of offset desired,
...... a certificate can be produced for one year of carbon offset.
We will convert this to a number of $3 trees

Example: 5 BPG trees will enhance the local flora & fauna,
plus capture about 500kg of greenhouse gases,
averaged out over the life of the surviving plantings.
It is equivalent to 100% of the greenhouse gas emissions
of a small car travelling 3,500km in one year.

The normal 'tree offset' is an oil mallee.
BPG uses a greater number of smaller 'trees'.

River Guardians What do you get out of it?

The program is offering heaps of events, training and other opportunities
that you can get involved with. So far we’ve had a movie night (doco on
water conservation, never screened before in Oz), a frog hunting night,
indigenous walk and talks, great garden events and heaps more. It’s all
free for members . . . and you even get a cool little showbag with lots of
goodies.

We’re trying to get to 500 members before 31 December,
to encourage future funding for the program and that kind of thing.

The River Guardians program was launched in June this year.
It’s a membership program to connect the community with the rivers.
It’s free for a year if you sign up before December 31.

There is no obligation to continue your membership once your free year expires.
And then most of the membership funds will go into river protection & conservation.

Field Trip - come and look at a reclamation of salt land & Tree Project
Field trip to see a remarkable reclamation of salt land   
Sunday 16 November 2008. AURIA Tree Project - Special Open Day
Come and be inspired with the remarkable success of tree planter
David Kennett in his AURIA Project in Dowerin.

David has been growing trees since 2001 in this arid, saline country
without any chemical weed control, fertilizers, pest control or watering.
Through his unorthodox planting methods,
he has achieved an extraordinary tree survival rate of nearly 100%,
demonstrating that against all odds, trees can grow well in low rainfall,
salt affected areas such as the Eastern Wheat Belt.
Planting deeply, planting in summer and complex companion planting are part
of this unusual success story.

If you are interested in seeing the AURIA Project for yourself,
why not join us on a bus trip to the wheat belt?
We are hiring a bus, on Sunday 16 November - leaving Perth at 9am,
arriving in Dowerin around 12noon.

Farm visit with show and tell for 2 hours, then return to Perth around 5pm. BYO lunch.
Cost: depending on participants, will be around $30 (to cover bus hire).
This is a great opportunity to visit the AURIA Project
and see how we can do things differently and do it right.
Carbon emissions of this trip will be offset through sponsoring trees at AURIA.
Giz Watson will be MC on the trip.

There are 2 by-elections  
North Ward - 9 month vacancy East Ward - 3 year vacancy
Nominations for the North Ward (so far) is only John Cox. He is an ex-Mayor
Nominations for the East Ward (so far) is John Sutherland
He is an ex-councillor, voted out last year.
Don Yates (me!) is nominating for the East Ward
with a mix of commonsense development
and environment sustainability.

OK, it would be great if another BPG Member
considered standing for the North Ward.
Closing date for nominations is Tuesday this week, Nov 11

There is a team willing to support you,
with handbill printing, handouts etc etc.
The vote is by postal voting over 3 weeks

Commitment is about 9 months (Jan - Sept)
with 2 meetings a month on the 3rd and 4th Tuesday evenings.

Petition presented to deal with cats at the Success Hill Reserve
A petition was presented at the Tuesday Oct 28 meeting
calling for the Town to educate owners and if necessary trap cats
that are causing considerable numbers of native bird deaths.

How extensive is the issue throughout Bassendean? Let us know.



Here is the Council's tree list of 36 species for our streets
Look at the simplified attached list and if you disagree and want to make a submission,
you have only 1 week. Submissions close November 7.

The actual types of trees is a 4MB download.

    agencies will compete for billions of dollars in state transportation funds, with priority
    given to communities that are denser, closer to employment centers, and along public-transportation routes.
    To sweeten the deal for builders, housing projects that comply with the smarter growth plans will be
    largely exempt from the state's strict environmental reviews. "What this will mean is more
    environmentally friendly communities, more sustainable developments, less time people spend in
    their cars, more alternative transportation options, and neighborhoods we can safely
    and proudly pass on to future generations," Schwarzenegger said.

Landmark New Report Says Emerging Green Economy
Could Create Tens of Millions of New "Green Jobs"

New York, 24 September 2008 

Though the report is generally optimistic about the creation of new jobs to address climate change,
it also warns that many of these new jobs can be "dirty, dangerous and difficult". Sectors of concern,
especially but not exclusively in developing economies, include agriculture and recycling
where all too often low pay, insecure employment contracts and exposure to health hazardous
materials needs to change fast.

Green jobs reduce the environmental impact of enterprises and economic sectors,
ultimately to levels that are sustainable. The report focuses on "green jobs" in agriculture,
industry, services and administration that contribute to preserving or restoring the quality of the environment.
It also calls for measures to ensure that they constitute "decent work" that helps reduce poverty
while protecting the environment.

Among other key findings in the report:

- The global market for environmental products and services
is projected to double from US$1,370 billion (1.37 trillion) per year at present
to US$2,740 billion (2.74 trillion) by 2020, according to a study cited in the report.

- Half of this market is in energy efficiency and the balance in sustainable transport,
water supply, sanitation and waste management.
In Germany for example, environmental technology is to grow fourfold
to 16 per cent of industrial output by 2030, with employment
in this sector surpassing that in the country's big machine tool and
automotive industries.

- Sectors that will be particularly important in terms of their environmental,
economic and employment impact are energy supply, in particular renewable energy,
buildings and construction, transportation,basic industries, agriculture and forestry.

- Clean technologies are already the third largest sector for venture capital
after information and biotechnology in the United States, while green venture capital
in China more than doubled to 19 per cent of total investment in recent years.

- 2.3 million people have in recent years found new jobs in the renewable
energy sector alone, and the potential for job growth in the sector is huge.
Employment in alternative energies may rise to 2.1 million in wind and
6.3 million in solar power by 2030.

- In agriculture, 12 million could be employed in biomass for energy and related industries.
In a country like Venezuela, an ethanol blend of 10 per cent in fuels might provide one million jobs
in the sugar cane sector by 2012.

- A worldwide transition to energy-efficient buildings would create millions of jobs,
as well as "greening" existing employment for many of the estimated 111 million people
already working in the construction sector.

- Investments in improved energy efficiency in buildings could generate an additional 2-3.5 million green jobs
in Europe and the United States alone, with the potential much higher in developing countries.

- Recycling and waste management employs an estimated 10 million in China and 500,000 in Brazil today.
This sector is expected to grow rapidly in many countries in the face of escalating commodity prices.

The report provides examples of massive green jobs creation, throughout the world, such as:
600,000 people in China who are already employed in solar thermal making and installing products such as
solar water heaters; in Nigeria, a bio fuels industry based on cassava and sugar cane crops
might sustain an industry employing 200,000 people; India could generate 900,000 jobs by 2025
in biomass gasification of which 300,000 would be in the manufacturing of stoves
and 600,000 in areas such as processing into briquettes and pellets
and the fuel supply chain; and in South Africa, 25,000 previously unemployed people
are now employed in conservation as part of the 'Working for Water' initiative.

In a 4:3 decision (with Cr John Gangell in the chair and making a casting vote)
the above lots will NOT be sold.
Parts of the causeway may be investigated for changes
with a view to linking the wetland areas.
Serious weed issues and other problems have been identified
so maybe this is a matter that the BPG could consider to rectify in time.

Cr Mary Elgar resigns, effective Wednesday Sept 24
There could be 2 by elections on Dec 18.
It is understood that Mary Elgar is in the process of selling her home
and relocating out of the Town. One of Mary's last motions
was the cancellation of the land sale above.

Land at lots 202 & 203 Hyland Street to be sold for $75,000 - If Dept of Environment & Conservation agrees
There was a deputation and detailed submission from local residents to contest the land sale on environmental issues,
but it was approved for sale by Council. Final resolution will be made by Council on Tuesday's meeting Sept 23.
Contact your local councillors if you want to provide feedback. (Cr Merfield is now resigned).


The 5 year Bushland Reserve Management Manual - name change
BPG achieved a name change to 'Five Year Operational Plan for Natural Areas'
The approx expenditure on biodiversity improvement & weed control will start at $57,000 pa
and rise to $69,000 pa after 5 years.
The bushcare volunteer education expenditure is planned to be $2,000 pa.
Revegetation will be planted to control the sandy soils and reduce weed invasion.
Some involvement with volunteers is envisaged, including an appropriate manual - watch this space?!
Leah is also on holidays so we have a new (temporary) environmental officer - Brendan Nock


Success Hill Reserve Foreshore Access and Floating Fishing Platform - canned!
After spending some $116,000 on consultation and design, the Council decided to return the whole project
to a Council workshop in October. What was supposed to be a fishing platform fix grew out of all proportions
and as the land is Swan River Trust riverpark, the idea of spending $2.3 million on someone else's land
just became too much. Watch this space.


The Town is still trying to get a branch of Bendigo Bank into Bassendean
Efforts are being followed to get such an operation into town. Detail hazy at best!


Cr Butler's motion passed - Retaining Trees and Natural Flora
That an officer report be prepared on the Town's powers to require developers and builders
to retain as many trees and natural flora as possible on a block when developing,
including the Town's ability to call for replacement trees and flora either on the subject property
or in the local vicinity.  (We will see what the outcome is!)


Cash in lieu (CIL) - Town's definition of what is 'in the locality' - see answer to a Don Yates' question
I asked about the arboretum CIL funds being used to build a new pedestrian bridge and the
1 Anzac Terrace CIL funds to be used to upgrade the path to the Swan River that is about to be closed by PTA.
In a later email, I sent the Town a copy of the appropriate planning bulletin and an Australian
Bureau of Statistics definition of 'locality', which said that it was an area with 200-999 people living in it,
or in Bassendean with 15,000 people, there should be a minimum 15 localities.
Acting CEO Graeme Haggart made the following comment, and added to by Brian Reed.

For me the most poignant point not articulated is the approvals process to access and expend cash in lieu funds
that firstly requires a resolution of Council and subsequently the approval of the independent of
local decision making umpire (we are in WAFL mode) – the Minister for Planning and Infrastructure via the WAPC. 
Locality is derived from local – your measurement tool on what constitutes local will vary based on the application – geographic region,
catchment hinterland, like community, etc. (I have a degree in human geography) but at the end of the day – its up to the Minister.

Brian (Reed) has provided me (Graeme Haggart) the following comment:

This proposition relies on unrelated definitions and legislation to state where cash in lieu funds may be expended
and is markedly different form the assertion last night that planning legislation requires that cash-in-lieu funds can only be spent
within 400m of a site from where the payment was received. It also uses opinion to justify the spending of funds on the arboretum. 

The Planning Bulletin to which Mr Yates refers outlines where Cash in lieu funds may be expended,
and ultimately the decision rests with the Minister for Planning and Infrastructure.

The process involved in the expenditure of funds involves officers identifying a need to carry out a project
that could rely on the funds, a Council endorsement to the project and the funding arrangement,
and a sign off by the Minister through the WAPC. 

As an example of previously approved project cash in lieu funds taken from Kenny Street and Walter Road
have been spent on the BIC reserve with the endorsement of Council and the Minister.

I concur with Mr Evershed’s previous advice that Bassendean is geographically small enough
for cash in lieu to be spent in any part of the Town.

Final comment - if the Bassendean Preservation Group feels strongly that cash in lieu funds from the
Arboretum land development needs to be spent in the area of the arboretum, then this point needs
to be expressed strongly and quickly to the Town's Administration and Councillors, plus to the
appropriate State Government minister when his or her name is know. Don Yates.

National Tree Day - Sunday July 27

In this first week of spring, it is good to look back on a very successful year's planting
with some 2800 trees in the ground. (In 2007, we planted 340 trees)
One of the reasons for such a successful campaign was the excellent turn up of volunteers, as can
be seen above. (I think there were some 34 volunteers on the day. Thanks Danielle for the pics).

Rounding off the morning with a hot coffee or tea plus sausages sizzle, (thanks Maggie), with a
time to discuss the finer things of life helped pass the morning, was also popular.

Looking forward - coming events
In the near future, there are plans for a wind up dinner, presentation of some awards, and
a special talk to be given by Dr Anne Brearley about the estuaries of Swanland, the concept of the SWANLAND book
and the current problems honing in on the Swan.

Changes at Bassendean Council

In the last weeks, CEO Gary Evershed has resigned
and has been replaced at the helm by acting CEO Graeme Haggart.

Ken Goldsworthy, another long time employee of the Town is also
joining the gray migration for 'greener pastures'. His roles included Health Officer.

And this week, Cr Chris Merfield (North Ward) has resigned.
While there is only some 14 months until the next round
of local government elections, there may still be an election process
to fill the short term 1 year vacancy.
Declaring an interest, BPG Member Don Yates is considering
tossing his hat in the ring if elections are to be held.

"We might have a better chance of getting the EAC,
environmental advisory committee up and running"?!

In what was a successful tree planting season for some years,
it appears that the 2008 in 2008 numbers got a bit mixed,
and with the help of the Town of Bassendean and many volunteers
closer to 2800 trees got a new start at Ashfield Flats, Bindaring Park
and the Bassendean Arboretum, including almost 900 trees
being planted on National Tree Day, Sunday July 27.

Species for various sites around Bassendean - YOU tell us!

the Bassendean Preservation Group also wants to here from YOU
on what various tree canopy species you would like to see
in and around Bassendean that are native to the area.

Clean up round up - Arboretum this Sunday, 9am Aug 17

National Tree Day Tree planting - 2008

Despite the rain, there was an excellent turn out
and some 2700 trees or thereabouts were planted over the 4 days,
2 days at Ashfield Flats, 1 day at Bindaring Park and another
at the Bassendean Arboretum with a quantity of banksia
and dieback resistant jarrah seedlings.

The final count and locations for the numbered tree groups
will be available shortly on the BPG website.
Yes, we all enjoyed the sausage sizzle with the help of Maggie and Lisa.
The BPG website will be updated in the next few days
with all the pictures we have received!

Next projects

As part of the rest of the year, BPG will be considering projects
like a coffee table book with lots of pictures and stories,
possible presentations from invited speakers,
a celebration social event and
collection and propagation of seeds for the 2009 planting program.

National Tree Day Tree planting - 2008
Weather forecast: showers & windy

Let's hope we see you bright and early 9am, this Sunday, July 27.
Ashfield Flats, South end of West Road, Bassendean
opposite the Sandy Beach Reserve.

It is our last planting day for the year and wraps up
some 2400 trees planted this season, including
special dieback resistant Jarrahs & Banksias at the
Bassendean Arboretum last Sunday.

Bring mozi repellent, gum boots and leave your shovels at home.
We have a number of Hamilton Tree Planters that do an excellent job,
with virtually no air gaps around the roots of the trees.

Weather permitting, stay for a hot coffee or tea with a sausage sizzle.
There is a small safety induction before the action starts,
and we will be issuing name tags so to make for a friendly morning.

accepts a BPG Tree, Wednesday, July 16 2008

At a speech given about Clean Energy Options at the
Australia British Chamber of Commerce breakfast,
Parmelia Hilton, Wednesday July 16, the Minister
gratefully accepted a BPG tree as part of the
2008 trees in 2008 project.  With July 16 also being
the day of the Federal Government's white paper on
carbon trading and National Tree Day is just around
the corner on Sunday July 27, it is all very timely.

Remember, we need YOU at Ashfield Flats, south end of West Rd Bassendean
Sunday July 27 at 9am to finish off the tree planting for 2008.

Successful planting & BBQ: Ashfield Flats, Sunday June 29

Check out the current news on the BPG Website. Some 20 people ducked and weaved
between the few showers and we planted 775 trees in just 2 hours. Those new Hamilton Tree Planters
were worth their weight in gold.See Page 1 and Page 2 of the pictures.
To help the crew enjoy the morning, we had a sausage sizzle with steaming onions in a bread roll
(many thanks to Maggie at the BBQ) and hot coffee and tea for the hard workers.

Bindaring Park

Mark your calendars, we need you all again, and more, in just over a week
to continue the second morning of tree planting in Bindaring Park, Hyland Street Bassendean.
Bring the usual, gum boots, gloves, mozi repellent, a coat and maybe a hat plus enthusiasm!

One of the reasons for the competition is to celebrate that there were more than
300 unique visitors to the BPG website in June 2008, who downloaded more than 1100 pages!


Bassendean Town Council - Special Budget Meeting - TONIGHT - July 3 2008

Come to a special meeting of the Bassendean Council tonight. It is open to the public
and there are usually 2x 15 minute sessions to ask questions.
The meeting starts at 7pm, in the Council Chambers, up the ramp, 48 Old Perth Road.

The budget issues include Success Hill Reserve, the management of the bushland areas,
Green Bassendean and other related budget items.
If the budget is not passed, salaries & programs might be frozen!

The Thursday meeting is a special meeting because at the Tuesday, July 1 meeting
some of the Town's staff and the Councillors 'did not quite see eye-to-eye' on some issues.
If the budget does not get passed, then soon the staff will not be able to be paid ...
and many programs will be halted. Come and watch democracy at work! Meeting starts at 7pm.
