| Weekend Wagtales # 50 : Thursday Oct 30 2008 Petition presented to deal with cats at the Success Hill Reserve A petition was presented at the Tuesday Oct 28 meeting calling for the Town to educate owners and if necessary trap cats that are causing considerable numbers of native bird deaths. How extensive is the issue throughout Bassendean? Let us know. Here is the Council's tree list of 36 species for our streets Look at the simplified attached list and if you disagree and want to make a submission, you have only 1 week. Submissions close November 7. The actual types of trees is a 4MB download. Detail in the 4MB download includes pictures of what the trees look like. The suggested placement of trees is detailed on 6 maps. What is it? ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Land at lots 202 & 203 Hyland Street to be sold for $75,000 - If Dept of Environment & Conservation agrees There was a deputation and detailed submission from local residents to contest the land sale on environmental issues, but it was approved for sale by Council. Final resolution will be made by Council on Tuesday's meeting Sept 23. Contact your local councillors if you want to provide feedback. (Cr Merfield is now resigned). The 5 year Bushland Reserve Management Manual - name change BPG achieved a name change to 'Five Year Operational Plan for Natural Areas' The approx expenditure on biodiversity improvement & weed control will start at $57,000 pa and rise to $69,000 pa after 5 years. The bushcare volunteer education expenditure is planned to be $2,000 pa. Revegetation will be planted to control the sandy soils and reduce weed invasion. Some involvement with volunteers is envisaged, including an appropriate manual - watch this space?! Leah is also on holidays so we have a new (temporary) environmental officer - Brendan Nock Success Hill Reserve Foreshore Access and Floating Fishing Platform - canned! After spending some $116,000 on consultation and design, the Council decided to return the whole project to a Council workshop in October. What was supposed to be a fishing platform fix grew out of all proportions and as the land is Swan River Trust riverpark, the idea of spending $2.3 million on someone else's land just became too much. Watch this space. The Town is still trying to get a branch of Bendigo Bank into Bassendean Efforts are being followed to get such an operation into town. Detail hazy at best! Cr Butler's motion passed - Retaining Trees and Natural Flora That an officer report be prepared on the Town's powers to require developers and builders to retain as many trees and natural flora as possible on a block when developing, including the Town's ability to call for replacement trees and flora either on the subject property or in the local vicinity. (We will see what the outcome is!) Cash in lieu (CIL) - Town's definition of what is 'in the locality' - see answer to a Don Yates' question I asked about the arboretum CIL funds being used to build a new pedestrian bridge and the 1 Anzac Terrace CIL funds to be used to upgrade the path to the Swan River that is about to be closed by PTA. In a later email, I sent the Town a copy of the appropriate planning bulletin and an Australian Bureau of Statistics definition of 'locality', which said that it was an area with 200-999 people living in it, or in Bassendean with 15,000 people, there should be a minimum 15 localities. Acting CEO Graeme Haggart made the following comment, and added to by Brian Reed. For me the most poignant point not articulated is the approvals process to access and expend cash in lieu funds that firstly requires a resolution of Council and subsequently the approval of the independent of local decision making umpire (we are in WAFL mode) – the Minister for Planning and Infrastructure via the WAPC. Locality is derived from local – your measurement tool on what constitutes local will vary based on the application – geographic region, catchment hinterland, like community, etc. (I have a degree in human geography) but at the end of the day – its up to the Minister. Brian (Reed) has provided me (Graeme Haggart) the following comment: The Planning Bulletin to which Mr Yates refers outlines where Cash in lieu funds may be expended, The process involved in the expenditure of funds involves officers identifying a need to carry out a project As an example of previously approved project cash in lieu funds taken from Kenny Street and Walter Road Graeme Haggart Acting Chief Executive Officer Arboretum land development needs to be spent in the area of the arboretum, then this point needs to be expressed strongly and quickly to the Town's Administration and Councillors, plus to the appropriate State Government minister when his or her name is know. Thursday Sept 4 2008 National Tree Day - Sunday July 27 ![]() In this first week of spring, it is good to look back on a very successful year's planting with some 2800 trees in the ground. (In 2007, we planted 340 trees) One of the reasons for such a successful campaign was the excellent turn up of volunteers, as can be seen above. (I think there were some 34 volunteers on the day. Thanks Danielle for the pics). ![]() Rounding off the morning with a hot coffee or tea plus sausages sizzle, (thanks Maggie), with a time to discuss the finer things of life helped pass the morning, was also popular. Looking forward - coming events In the near future, there are plans for a wind up dinner, presentation of some awards, and a special talk to be given by Dr Anne Brearley about the estuaries of Swanland, the concept of the SWANLAND book and the current problems honing in on the Swan. Thursday Aug 28 2008 This Sunday 31-Aug-08, 9:00am start. There is absolutely and finally just one more morning remaining for this year's planting season, at Broadway Arboretum on Centenary Court off the corner of Scaddan & Troy Streets, Basso. BPG will be spreading the compost around the seedlings and installing a soil water retention agent, same as before. On this rare occasion as we won't actually be planting more trees. Changes at Bassendean Council In the last weeks, CEO Gary Evershed has resigned and has been replaced at the helm by acting CEO Graeme Haggart. Ken Goldsworthy, another long time employee of the Town is also joining the gray migration for 'greener pastures'. His roles included Health Officer. And this week, Cr Chris Merfield (North Ward) has resigned. While there is only some 14 months until the next round of local government elections, there may still be an election process to fill the short term 1 year vacancy. Declaring an interest, BPG Member Don Yates is considering tossing his hat in the ring if elections are to be held. | Weekend WAGTALES # 039 Thursday Aug 14 2008 Around 2800 trees planted in 2008 - map detail soon In what was a successful tree planting season for some years, it appears that the 2008 in 2008 numbers got a bit mixed, and with the help of the Town of Bassendean and many volunteers closer to 2800 trees got a new start at Ashfield Flats, Bindaring Park and the Bassendean Arboretum, including almost 900 trees being planted on National Tree Day, Sunday July 27. Species for various sites around Bassendean - YOU tell us! While the Town finalises the streetscape plant and tree selections, the Bassendean Preservation Group also wants to here from YOU on what various tree canopy species you would like to see in and around Bassendean that are native to the area. So go to your lists, book references and the like and forward the detail of what you would like to see, where and why, so BPG can come with an indicative list to acquire the necessary seeds etc for the next plantings. Clean up round up - Arboretum this Sunday, 9am Aug 17 If you can spare a bit of time, and share a hot coffee, there is a little bit of post-planting cleanup needed at the Arboretum, Broadway, Bassendean, this Sunday. Successful planting & BBQ: Ashfield Flats, Sunday June 29 Check out the current news on the BPG Website. Some 20 people ducked and weaved between the few showers and we planted 775 trees in just 2 hours. Those new Hamilton Tree Planters were worth their weight in gold.See Page 1 and Page 2 of the pictures. To help the crew enjoy the morning, we had a sausage sizzle with steaming onions in a bread roll (many thanks to Maggie at the BBQ) and hot coffee and tea for the hard workers. Bassendean Town Council - Special Budget Meeting - TONIGHT - July 3 2008 Come to a special meeting of the Bassendean Council tonight. It is open to the public and there are usually 2x 15 minute sessions to ask questions. The meeting starts at 7pm, in the Council Chambers, up the ramp, 48 Old Perth Road. The budget issues include Success Hill Reserve, the management of the bushland areas, Green Bassendean and other related budget items. If the budget is not passed, salaries & programs might be frozen! The Thursday meeting is a special meeting because at the Tuesday, July 1 meeting some of the Town's staff and the Councillors 'did not quite see eye-to-eye' on some issues. If the budget does not get passed, then soon the staff will not be able to be paid ... and many programs will be halted. Come and watch democracy at work! There will be regular reports back to Alcoa, the tree providers, as to the success of the trees. Tree collection will happen July 12 with the planting soon after. While this may take some years to be completed, expect to see considerable tree canopy loss and a potential flooding situation. (Subsurface wetlands are NOT suited to high rates of inrush water that happens with stormwater. This is confirmed by the USEPA and other experts.) There will also be a conversion of the ramp to the (closed) fishing platform into a set of pre-formed concrete stairs. There are lots of policies being developed from alfresco eating (no advertising permitted on umbrellas and menu boards?) to the street-by-street tree variety master plan. Parts of the plan have been workshopped by ToB Councillors and some are still to see the light of day. The CEO is saying that all will be open for public comment ... some time soon. It appears that there is some work going on to sort out some of the immediate issues like weeds instead of trees in the recommended tree list. It would be good to get a mix of feedback from individual BPG members and the BPG to possibly make a collective submission. Weekend WAGTALES # 027 Thursday May 22 2008 Bassendean Council's Proposed Plants to Resident's Program The Town of Bassendean considering the allocation of $6000 in the 2008/09 and future Operational Budgets to reintroduce the Green Bassendean Program for local residents. They will be available to residents at the subsidised cost of $1 per plant. With the possible closure of up to 6 native tree nurseries in the region, the Bassendean Preservation Group with its experience in growing local native trees, was seen by Councillors as a possible source of such trees, subject to the best value that could be obtained by the Council for the $6000 each year. When the motion is passed, (possibly Tuesday May 27), then if / when contacted, BPG needs to decide if we wish to be involved .... by tendering to supply $6000 in plants pa. Weekend WAGTALES # 023 Thursday April 24 2008 ToB Council meeting, April 22: Town of Bassendean DID NOT accept the Success Hill Reserve development program. In a 'turn up for the books', the Council 7:2 rejected the Success Hill Reserve development program. There were many questions that the Town's administration could not / would not answer, including: 1. Will the Swan River Trust accept overflow water from a half sized subsurface wetland flowing untreated into the Swan River? 2. Is rubble concrete the best filtering medium in the 2,500 cu metre hole ... what happens when it has to be serviced ... when will that be ... and at what estimated cost? 3. If the floodwater control is so urgent, why is it not constructed until 5 years into a 10 year program? 4. Why should the northern beach area be removed and the other reduced in size? 5. How can the report claim compliance with AS1428 for the access from the top of the reserve to the floating jetty, when such access is now a series of concrete pre-cast steps ... "ideal for wheelchairs". 6. What are the estimated cost changes to the $1.5M program over 10 years? A series of 100 questions so far have been developed which will be presented to the Administration and Syrinx Environmental to answer. --------------------------------------------------------------------------------------------- Responding to the ToB's draft Bushland Management Manual A submission has been produced by the BPG. The ToB's Draft and the BPG's response are both available on our website. Have a read. We are suggesting a rewrite/rename as a Plan, plus a new day-to-day Manual, guidelines for volunteers and a creation of an Environmental Community Committee to provide bushland feedback to the Town's administration on a regular basis. Thursday April 17 2008 Town of Bassendean set to accept the Success Hill Reserve development program, despite not treating all the water. Despite admitting that in the 10 year Success Hill Reserve Plan there are limitations, the Council Administration is keen for the Council to accept the Syrinx Environmental plan. A report was supposed to be put on the Town's website on Tuesday night, but it was not until Wednesday that a copy came my way. (It will be available on the BPG website late Thursday.) The major limitation is that Syrinx want to see a 5000 sq metre subsurface wetland to 'process' the stormwater, but for budget reasons, only a 2500 sq metre facility will be built. At times of high inflows in a short period of time, (like Saturday April 5), expect to see flooding in Success Hill and/or dumping untreated stormwater direct into the Swan River. It is hard to imagine that the Swan River Trust and the Department of the Environment and Conservation will accept this. The Town's CEO Gary Evershed in a letter to our local member Martin Whitely said:" This is a significant improvement in the treatment of storm water entering the Swan River and while not being able to fully treat all the water it will go a long way to improving the water entering the Swan River". Personal comment: "I do not think this is good enough in 2008" Don Yates. Hames Sharley Streetscape plan - not accepted after 2 1/2 years The Council would not receive the Report because of all the problems and because it was not complete. A listing of the trees, still subject to negotiation, for placement in our street verges will be available on the BPG website, again late Thursday. Some immediate member comments include: Any chance that climate change could be addressed, thinking Australian perhaps and the deletion of ALL exotics including ES which are technically exotics also. I get tired of jumping up and down in the same place all the time. Cheers Dot I'm not surprised if that tree list was anything to go by. It was very strange. Greg I've attached a list of street trees used by the city of cockburn - which I've provided to Hames Sharley in the past and I think some of these spp. are appropriate - certainly more appropriate than the invasive spp. suggested. There are also spp. that are not recommended due their association with other invasive spp. e.g. I believe there is an association with lorikeets preference for foraging on flame trees and some LG's are (LG - local government) considering ripping up old plantings because of the problem its causing. Im really sure that there are lots of examples of other LG's who have gone through this
process and have come up with really sound street tree recommendations - another example I can think of that I'm pretty certain that the town of Cambridge has a policy that their street trees are appropriate and locally native to provide linkages for fauna. Cheers Danielle

Weekend WAGTALES # 019 Thursday Mar 27 2008 Bassendean Council bits & pieces (Mar 25 meeting) The Hames Sharley Streetscape Plan, after 2 years, is still in the pending tray. Appears that our Environmental Officer and Hames Sharley cannot agree on a species list of street trees. It was suggested that the BPG could help out but this was declined! The BPG, (with the community), will have the chance to have some input when the plan is completed. Watch this space. The CEO acknowledged that our President Claire Hall's Bushland Management Plan for Success Hill is very good. It was done in 1999. After some prompting, it seems that the Bassendean Council has rediscovered the detailed study. The Council is accepting comment on the Bushland Reserve Management Manual up to Wednesday April 30. Some members are working on rewriting part of the Manual as a demonstration on 'how it should be done'. Feedback on the Swan River Trust submission closes Friday April 4. Check out the BPG Website for more detail. BIC Park 'cut up' The Town is about to 'convert' the croquet grounds to carparks on the BIC Reserve. The current road to the lawn bowls club will become a couple more tennis courts. The squeeze is on to get housing underway on the BIC Reserve, which will include the removal of the old tennis club room and the tennis courts in front of the library. Part of the push for housing on the BIC Reserve is a $50,000 consultant's study on the feasibility of the "Town's Visionary Town Plan". Sadly, there are no takers so far. Sandy Beach - 7 sensational sculptures set by the swan (April 1 - 11, West Road) Down at Sandy Beach we have the Sculpture Walk, Dance Performance, Story Telling, Music, Catamaran Model Racing, Bassonovas Workshop and a Creative Writing workshop. It will be a mix of Children story telling on Wednesday April 2 & 11 at 10.30am in the Park, various lunchtime resources, and weekend activities, including the .... Catamaran Model Boat Racing on Saturday April 5 & Sunday April 6, between 9.30am and 4pm. (Spare boats available). The (Arboretem) assessment would have been made using the
Natural Area Initial Assessment template and as this areas is a complete restoration works, its description, when compared to good quality, natural bushland, is justifiably "degraded", however, I can understand how this creates confusion if people aren't aware of the process that's being used. cheers

The Bassendean Aboretum is regarded as having completely degraded vegetation. Is this right? Is this even more reason why possible funds in lieu of parklands and the nearby residential development should NOt go to the Town of Bassendean but to groups that might be better value-for-money? It now goes out for public comment for 2 months. At this time of writing, it is not yet available on the web. Some of the old seed we used on the potting day didn't propagate, so we are short of plants. Bassendean Reserve Management Manual - delayed 2 months Bassendean Council's standing committee meeting - Feb 19 The Bassendean Town Council was trying to get a 'Bushland Reserve Management Manual' passed at the Feb 19 meeting WITHOUT much in the way of detail, and WITHOUT any public input. The manual will now be advertised for public comment over the next 2 months. The manual WAS NOT available on the Town's website. This may still be the situation. On a quick scan, of a copy that "fell off a truck", there are no safety procedures for example in what is supposed to be a manual. The copy I saw did not include the arboretum but I am told that the manual now does. Councillors Sam Piantadosi, who lives near the Jubilee Reserve bushland, and Gerry Pule both had to leave the Chamber because of alleged "vested interests". The CEO got a legal opinion that said that 70 ratepayers that live near Cr Piantadosi was NOT a significant number ... so Cr Piantadosi could not represent them. The issue is not resolved. It will be considered again at the ordinary council meeting on Tuesday Feb 26, 7pm, 48 Old Perth Rd. Swan River Trust ... Weekend WAGTALES # 013 Thursday Feb 14 2008 Happy Valentine's Day! Some outcomes from First meeting of the year (Feb 13 2008) BPG are planning a trial of accepting creditcards on the website for membership renewals, sponsorship programs and other contributions. This should make it easier for all concerned. (We will still accept cheques!) We need your help and ideas for BPG's submission to the Swan River Trust as part of protecting the Swan and Canning Rivers from such things as boat wash etc. Download the Strategy, and then email, write to 10 Thompson Rd, Success Hill WA 6054 or ring Don Yates 08 9379 9479 with your ideas. We will then put them on their own section on the www.bpginc.info website for your feedback ... then we will make a final submission. Our group has a current balance approaching $9,000, so we should be able to get some useful projects underway in 2008. Our website is getting more than 100 unique visitors every month and looking at more than 500 pages of information. You could say that it is gaining popularity! BPG has a couple of new banners, which can be used vertically or horizontally. They're ready to go with ropes attached etc. Planning is underway for the 2008 weed reduction program before the new 2008 trees is 2008 are planted out. Coming Holidays. Weekend WAGTALES # 012 Thursday Feb 7 2008 First BPG meeting of 2008 - next week! 7.30pm, Wednesday Feb 13 (Day before Valentine's Day) Meeting room at the new library, 46 Old Perth Rd. The agenda will be emailed out before the meeting if Steve is on the ball ,,, and we are all sure that he is! Annual Bassendean Ratepayers Meeting (Just held - Feb 5) The Bassendean Ratepayers Annual Meeting was held Tuesday Feb 5. Supposedly, the Hames Sharley Streetscape plan, which is now around 2 years in the making, will be available in around 2 months. (Don't hold your breath). Town Plan Scheme #10 is closer to being gazetted. Amendments will be easy to get passed, so expect the 'developer cowboys' to be pushing hard for higher densities. The Town Planner when asked about cutting down trees for developments indicated that the Council MAY have more control to reduce the destruction of the tree canopy on private land. The Bassendean Preservation Group was thanked by the Mayor for demonstrating such a wonderful community spirit in the Town with the 2008 trees in 2008 campaign. Simon Stewert-Dawkins, Director of Asset Services, indicated that full surveys of the street trees and pathways were conducted every 2 years. TOP Ashfield Station & TOD study announced Local MLA (and member of BPG) Martin Whitely has just announced that a study concerning the transit oriented development in an 800 metre circle around the Ashfield Station is about to start. There is a chance that the station will move closer to Tonkin Highway and new rail links south to the Airport and north could also be part of the planning. Cyril Jackson High School grounds may also be important. The circle may also reach to the Swan River. Are there any known trees or local flora & fauna that should be recognised as part of any planning .... and maybe BPG should also participate in the study? TOP Supplementary species from the north? With the ever encroaching 'climate change' and things getting hotter, will BPG consider native species from say 50 to 100Km north of Perth in our future plantings program? We have spoken about this before, but looking to the future and seed collection etc, now may be the time to look at such things. TOP Next meeting - BPG - less than 2 weeks! Read more about Earthwatch (Free subscription email available) Question for discussion & feedback: Is anyone aware of local native vegetation, possibly relatively high in oil content, that could be an alternative fuel source, and a future possibility for the BPG planting program? Email Don. There are multiple links to a range of websites, from the Weeds Society of WA, to info on a fauna-friendly garden, that relate to this topic. Solar PV's on the roof The Federal Government will subsidise up to $8 per watt for 1000 watts of photo voltaic (PV) energy generation .... which means that with average sunshine per year, and without the cost of electricity going up, it will pay for itself in less than 4 years. Now, they may not sound that exciting, but it is a small way of reducing the greenhouse gases and the payback period should reduce as the cost of electricity goes up. Once set up, it would be worthwhile to monitor progress (with pics of course). Maybe the BPG might need a solar-powered camera and GSM phone link to monitor our tree plants in 2008? As we have only 30 members, and not all with internet access, there is considerable public interest in our website and lots of page downloads. Weekend WAGTALES # 006 Thursday Dec 27 2007 All the best for the New Year, let's make it a great, 2008! All our 2008 trees have a home! Yes, all 2008 trees were supported with a last plea on Christmas Eve for another 4 .... the particular person even contacted the Bassendean Council on Christmas Eve looking to get the trees .... but they were already closed! This suggests that maybe next year, (if sometime similar happens), that the Bassendean Preservation Group needs to look at ways to make the cards easier to get and share. We might have online credit card facilities by then? There were some interesting design variations, with people getting attached reminder bookmarks included with the cards, their own pictures, special envelopes and other good ideas! We could also add "smelly stuff" so they really stand out in the post. The idea of checking out our www.bpginc.info website to see where their trees are, is definitely popular, together with the idea of 'onsite tree parties' .... talk about a growing thing! Weekend WAGTALES # 004 ![]() Thursday Dec 13 2007 Action at the Arboretum (Input from Greg) Back in 2000 or 2001, Council gave its blessing to a subdivision of land at the corner of Troy and Scadden and as part of that a small road was created. The road was to be called Centenary Court - because it was to be formed in ToB's centenary year. That was approved by the state nomenclature committee and you will find it in road maps. At no time was land to be taken from Broadway Arboretum. In fact as part of the subdivision the proponents, Homeswest I believe, were required to offer either money or land to the ToB. We chose the land, which was to be added to Broadway Arboretum, since it was contiguous with BA. I don't know that anything has changed from that. It sounds as though it is finally starting to move. My only hope is that the magnificent blackboys, sorry, grasstrees, and zamias on the land can be moved next door to the arboretum. 2008 trees in 2008 .... This week's native plant ....------------------------------------------------- PAPERBARKS: Wetland vegetation, including paperbarks, grows in zones that reflect maximum water levels. Banbar (Melaleuca teretifolia) grows in the innermost zone and can tolerate flooding for several years, whilst Freshwater Paperbark (Melaleuca rhaphiophylla) grows further upslope where it is usually flooded each spring.
